Order flow delta per candle GET

Derived from Hyperliquid public data; keep the attribution line with it. Never includes Decryptr users' own wallets. Per candle: volume bought and sold by takers, delta and trade count, newest first. No prices. Candles are kept for 3 days. Cost: 1 call per item returned, at least one item's worth. The request first reserves limit x 1 calls (and is refused with 429 if that many are not available), then pays only for what came back. Needs scope `orderflow:read` and the starter plan or above.
